Complaining to the authorities

HK Govt has a website where you can submit complaints for traffic related incidents.

The procedure is easy to follow and takes a few minutes of form filling.

  1. Go to website 
  2. Complete the form and then wait for their reply.   This is often within a few hours but may be longer.
  3. The dept will review the complaint and then get in touch.
  4. If the complaint is deemed valid they will give you two options:
    1. Allow them to sort out the issue on your behalf, in which case they will write to the owner of the vehicle or address the issue themselves
    2. Allow them to pass on the complaint to the police for investigation, in which case the police will contact you and ask you to make a formal witness statement.   This may sound daunting but there are many instances of drivers being convicted for careless and inconsiderate driving etc, even when the evidence is from a single cyclist.    Beware that the police may attempt to subtly pressure you into dropping the issue by offering to simply send the driver a warning letter rather than completing an investigation.
